CAE
Earners of the Certified Association Executive have demonstrated, through experience and passing an exam, that they have practical experience in association management and executive level knowledge in defined competencies. Earners pledge to uphold codes of ethics and professional conduct. The CAE is maintained through ongoing association management professional development and leadership activities. The CAE Program is accredited by the National Commission for Certifying Agencies (NCCA).
The Chief Finance and Administration Officer (CFAO) oversees the corporation’s financial, administrative, legal, human resources, and communications operations and the technical advising and conference programs. The CFAO is responsible for the efficiency of the business by ensuring the corporation has the proper operational controls, administrative and reporting procedures, people, and systems in place to effectively grow the organization.
Essential Functions:
Finance
Oversee outsourced accounting, auditing and tax preparation, and investment firms.
Oversee all financial practices of the organization including but not limited to accounts payable, accounts receivable, 1099 and 990 preparation, county/state tax preparation, and cash and investment management.
Develop and submit to the Board the annual budget for approval and monitor through monthly and quarterly checks and forecasting.
Lead the annual audit processes coordinating the activities of the outsourced accounting firm and CPSE staff.
Construct and manage internal controls through the maintenance of finance policies.
Manage all grants including maintenance of budgets.
Human Resources
Annually review and make recommendations to the CEO for improvement to the organization’s policies, procedures, and practices on personnel matters.
Responsible for organization’s compliance with federal, state, and local legislation pertaining to all personnel matters.
Oversee payroll, benefit administration, and staff recruiting.
Oversee contractor recruiting.
Communicate changes to staff, contractors, and/or volunteers in personnel policies and procedures and ensures that proper compliance is followed.
Assist the CEO in the review, preparation, and administration of the organization’s wage and salary program.
Work with managers and directors in assisting them in carrying out their responsibilities on personnel matters.
Legal
Ensure corporate compliance with all applicable local, state, federal, and international regulations.
Oversee revision and/or formulation of policies and their implementation.
Serve as liaison with corporate attorney on intellectual property matters.
Oversee all contractor and vendor agreements.
Coordinate with broker to acquire and maintain necessary insurance policies.
Information Technology
Evaluate and maintain the organization's information technology infrastructure.
Oversee outsourced informational technology firm.
Communications
Work with outsourced marketing/communications firm to identify communication and marketing needs for the corporation and ensure that these needs are appropriately implemented.
When assigned by CEO, makes public presentations to key points of contact with other associations and government officials and coordinate with key partners on behalf of the corporation
Internal Operations
Analyze internal business operations and propose solutions for improvement.
Participate, as needed, in development and implementation of corporate programs.
Oversee customer support processes and organize them to enhance customer satisfaction.
Oversee Technical Advisor Program by reviewing customer contracts and ensuring achievement of revenue and customer service goals.
CPSE Excellence Conference
Solicit bids from venues.
Negotiate contracts.
Oversee design, planning, and execution of annual Excellence Conference.
General
Demonstrate good character with a focus on internal business operation efficiency and effectiveness.
Ability to set and manage standards of performance.
Must be comfortable with autonomy and accountability.
Assist in various projects and activities as needed.
About CPSE
The Center for Public Safety Excellence (CPSE) is a not-for-profit 501(c)(3) corporation that helps high-performing fire departments and emergency services professionals in their efforts to continuously improve. We do that in three main ways:
Fire department accreditation, a process in which departments undergo a thorough self-assessment focused on identifying strengths and areas for improvement.
Credentialing fire and emergency services professionals, instilling the principles of life-long learning and self-accountability and helping them grow and plan for a successful career.
Education programs and technical advising services offering individuals and departments the information they need to expand their knowledge and capabilities, and stay on the forefront of the profession.
Requirements:
Seven to ten years of progressive financial and administrative management, with at least three years in a supervisory or senior leadership capacity.
Experience in working in a non-profit is desirable, including income generation, tax filing, and reporting requirements and associated legal requirements.
KSAs:
Excellent writing, editing, analytical, and oral communication skills, including the ability to collect, review, synthesize, and present information and findings.
Demonstrated ability to lead highly complex projects to completion and sustainment.
Ability to multitask and meet deadlines within designated timeframes as well as demonstrated resourcefulness in setting priorities; strong organizational skills and exceptional attention to detail with the ability to work both independently and on teams.
Possess political sensitivity and be capable of effectively speaking in front of diverse audiences.
Possess business acumen and practice fiscal responsibility in the development, implementation, and management of the corporate financials.
