This position is based in Washington, D.C. There is no option to telecommute.
About NGAUS: The association includes nearly 45,000 current or former Guard officers. It was created in 1878 to provide unified National Guard representation in Washington. In their first productive meeting after Reconstruction, militia officers from the North and South formed the association with the goal of obtaining better equipment and training by petitioning Congress for more resources. Today, 136 years later, NGAUS has the same mission.
Summary: Responsible for the development, coordination, and execution of all NGAUS legislative objectives with Congress in force structure, training, equipment procurement, and installations while maintaining relationships with key Senators, members of Congress, and Congressional staff by performing the below duties.
Duties and responsibilities include:
Lobbies Congress in coordination with the NGAUS president, VP–Government Affairs, and legislative team.
Leads the formulation of lobbying engagement strategies and plans that effectively promote NGAUS legislative program goals.
Advises NGAUS Vice-President and officers on overall legislative strategy and may serve as NGAUS spokesperson on any National Guard issues related to the association or its membership.
Drafts legislation and appropriations requests for NGAUS priorities and analyzes congressional legislation involving National Guard interests.
Coordinates legislative & lobbying efforts with industry partners.
Tracks legislative actions and provides guidance, strategy, and expertise to relationship partners on National Guard issues.
Develops facts sheets with background information on legislative initiatives for Congress.
Drafts and distributes questions for congressional hearings related to all National Guard programs and NGAUS strategic priorities.
Maintains close relationships and leads outreach efforts to primary relationship partners to further NGAUS strategies and campaigns.
Prepares and presents legislative analysis information and reports as requested.
Develops Congressional testimony for NGAUS chairman and president when assigned.
Develops themes and topics for educational events for Congressional staff and members when tasked.
Provides legislative updates for groups visiting NGAUS and daily to member inquiries.
Attends and supports NGAUS during congressional hearings and other forums.
Attends and presents at the NGAUS annual conference and exhibitions, including receptions, state association conferences, receptions, defense, related seminars and networking events within the Congressional defense industry and military communities.
Drafts legislative alerts and talking points for all National Guard programs and advice on proper timing for distribution to members.
Composes, edits, and reviews written inputs and advice on legislation communication through various communications media, including the NGAUS website, to ensure currency of joint information.
Conducts background research and investigates National Guard Air MILCON, cyber or mental health program issues.
Supports the NGAUS resolutions process with primary emphasis on air programs.
Assists with plans and preparations for air legislative activities at the annual conference.
Assists resolutions chair in directing and running air resolutions meetings.
Coordinates and oversees all air task force activities, including combat, mobility, and mission/combat support.
Collects and prepares the air legislative resolution objectives for the annual NGAUS legislative objectives book.
Maintains a comprehensive summary of all legislative successes.
Assists NGAUS VP–Government Affairs as requested.
Performs other duties as assigned.
Qualifications:

Language Ability:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to present information and respond to questions from groups of managers, clients, customers, and the public effectively.
Math Ability:
Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and draw and interpret bar graphs.
Reasoning Ability:
Ability to apply common sense understanding to carry out instructions given in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills:
To perform this job successfully, an individual should know Microsoft Word and Microsoft Outlook.
Education/Experience:
Master’s degree preferred. At a minimum must have a bachelor’s degree (B. A. / B. S.) from a four-year college or university, and two to four years of related experience and training; or an equivalent combination of education and experience.
