The Vice President, Medicare Home-Based Care Policy collaborates with members, industry thought leaders, and providers to amplify and strategically position home-based care in the health care arena. The Vice President, spearheads public policy and government relations initiatives on behalf of ElevatingHOME and VNAA and its members and works with members to understand, respond to and implement changes in federal legislation and regulations governing home-based care. .
Duties and Responsibilities
Establishes and leads overall policy, legislative, and regulatory efforts in coordination with the President and CEO, Boards of Directors, and Public Policy Council.
responsible for monitoring and tracking legislation and regulations of interest to the Association's members, reporting developments as they occur, and identifying legislative and regulatory opportunities to advance the Association's policy agenda
develops and manages productive relationships with members of Congress and their staff
plans and executes legislative events and Hill briefings for congressional staff, including identifying timely topics, appropriate audiences, and preparing materials.
monitors, analyzes, and evaluates emerging legislative issues for impact on the home-based care industry
develops and delivers written advocacy materials including advocacy alerts, formal comment letters, talking points, legislative summaries, issue briefs, and formal testimony
collaborates with other national associations and stakeholders to further the interests of home-based care
manages and collaborates with consultants and staff on the full scope of policy, legislative, and regulatory issues
collaborates on and develops strategic communications, messaging, and grassroots materials that are designed to advance the associations’ public policy agenda
Provides collective and individual expert consultation to identify and capitalize on federal legislative and regulatory opportunities.
develops written tools to guide members and support understanding, exploration, and engagement with new models of care and payment
provides individual member consultation to identify and examine innovative payment models appropriate for specific agencies including regulatory analysis for specific member impact
leads and coordinates educational opportunities focusing on federal public policy initiatives and efforts
leads the Public Policy Committee Steering Council, the State Association Committee, Public Policy Committee, and the Health Systems Council
Candidates for this position will:
have a graduate degree in a relative area of study and a minimum of seven years of experience with federal health care policy
demonstrate expertise with Medicare, legislative activity, and Centers for Medicare and Medicaid
demonstrate knowledge of the home-based care industry
demonstrate strong analytic capacity, expert communication skills both written, and verbal,
proven leadership skills with teams and collaborative groups..
work effectively under pressure with tight deadlines
be a strong team leader with a track record of flexibility, strong mentor skills, excellent interpersonal skills and the ability to multi-task
demonstrate the ability to achieve and support consensus when opposing viewpoints are presented
recent Capitol Hill staff experience strongly preferred
