The Manager, Municipal Data and Analytics, has lead responsibility at the National League of Cities for assessing, developing and improving systems that maintain NLC's association database, and for laying the groundwork to build new data analytics capabilities for the organization. The individual in this position will focus in 2018 on data acquisition and import, structure, reporting, and analysis regarding U.S. municipalities (members and non-members) - their key contacts and point of NLC participation and engagement.
NLC uses netFORUM. It is a top organizational priority to strengthen the systems, data quality, and overall performance of netFORUM as an enterprise tool for member services and business intelligence. The Manager will also oversee ongoing database integration with other NLC systems and business operations and work to empower NLC to use data to support member recruitment and retention and other organizational needs, such as finance, events, research, advocacy and communications.
The Manager supervises 2-3 staff on a data team, reports to the Senior Executive and Director, Strategy Partnerships and works collaboratively with staff across the organization.
The ideal candidate for this position will possess a combination of strong netFORUM skills, an aptitude for data science, membership association experience, and the ability to supervise staff and collaborate with colleagues.

Work closely with senior management to develop NLC’s data-related business processes and prioritize the organization’s business and information needs. Locate and define new process improvement opportunities.
Establish data governance and lead NLC in training and educating staff about their role in contributing to and benefiting from NLC’s data.
Acquire data from primary or secondary data sources and provide analysis across multiple data sets.
Oversee development of data collection, integration, and cleaning processes, including developing data quality metrics and reporting on data quality. Ensure that data collection, cleaning, and analysis processes are documented and repeatable.
Interpret data, analyze results, and implement routine data reporting.
Oversee a team of three full-time staff or equivalent.
Move NLC toward a long-term vision of being the source of insights and understanding about cities and their leaders that drives innovation and improvements at NLC and at all levels of government.
Technical expertise regarding database design and development, data models, data mining and segmentation techniques.
Strong knowledge of and experience with reporting packages and SQL databases.
Preference for knowledge of statistics and experience using statistical packages for analyzing large datasets (Excel, SPSS, R, Python)
Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
